Report a translation problem
So go to a forge, insert small stones, turn the thing on, wait, then pour out cement.
Then grab cement from the forge, head to a cement mixer and make concrete mix.

So we look at your screenshots;
1st one is from a workbench, not the correct place to make cement. note the smithing icon.
2nd one is from a workbench, if you check the icon it looks like a cement mixer, so this isn't the correct place either.
3rd shows the mixer, do note the concrete mix listed there with a student cap icon.
4th shows manual crafting, again not the correct place, the icon tells you that.
The hammer and steed icon represents a forge. The forge is the correct place to make cement from small stones.
