I know you can purchase the item but I've recovered plenty in the old game after salvaging exercise equipment, safes, & vending machines.
Locations I know may have a crucible but it's hard to find and usually not available at the traders place until much later in the game.
Just through the Day 14 horde, and I have about 16 tool parts IIRC, and only skilled enough to craft Level 2 steel tools. I'll wait until I can craft Legendary tools since steel is an issue. Also, the minute I craft a Level 2 steel tool, I'll loot a Level 3 one.
Save your Dukes, make pumpkin cheesecake, buy a Sugar Butts, and whatever else dickers down the traders, and buy the crucible as soon as it shows its face. That's going to happen far before you get through all the forge books.
On a separate note, Working Stiffs used to be a good store to go to but it's not really a fun place to loot anymore. It doesn't usually provide me with many useful items. I'm just speaking generally.
They are talking about the steel tool parts needed has part of the recipe for steel tools and not the actual steel.
