Report a translation problem
If you spread out your points too much at the start of a new game, it will lower the chance for specific books. So it's better to only do 2 or 3 different perks (or less) for the first couple of weeks.
Where you spend perk points affects the chances at what types of magazines you find, just keep that in mind.
Check all of the traders every 3 days when they update their inventory.
If you're really desperate, you could get a Grandpa's Fergit'n Elixir and use it then put points only into Dead Eye, then go loot as many book shelves / piles as you can find before spending the rest of your points.
