Am I right in assuming that using certain mods without doing this will lead to bans or at least some similar form or annoyance? I use tons of mods but don't play many games that are multiplayer AND can use mods, so assuming this is cheat-related.
In single player, there's no issue. Many players use all sorts of mods in single player. It's a very common part of the game, which is deliberately designed to be highly modifiable. Disabling EAC is routine.
With multiplayer, I guess it would be down to whatever policy the person running the server makes. But I've never played 7DTD multiplayer, so that is a guess.
For multi-player, first there are no official servers so there's nothing like VAC bans, and I don't think I've ever heard of a game ban. All servers will be privately run, and most are just friends or some community server. Any bans would be for that server. Some will use EAC and some won't, mostly depending on what mods they use. If the server requires EAC you'll have to use it.
