The amount of resources a block requires doesn't necessarily mean that it's the best and that's especially true about the iron block vs the reinforced concrete.
Reinforced concrete has multiple breakdown stages (like 2 or 3) while the iron block only has one. These multiple stages give reinforced concrete a lot more durability and make them a lot stronger than an iron brick does.
Edit: Think of it like the wood frame. Fully upgraded, it has 3 upgraded states that a zed has to break before it can destroy the frame. It's the same for reinforced concrete.
Even if iron is stronger; reinforced concrete is pretty impenetrable as it is unless you afk right next to the wall that 5 zombies are beating on.
Only wall, reflecting the environment.
I think, that is the price of the ingots.
It's one breakdown stage is barely more than one of the breakdown stages of the reinforced concrete wall.
