Yes they should,
As long as you do not place anything in them, then they should still spawn there items.

items "used to" respawn items when you replaced them.

I woudl slightly disagree. Though I am of a similar thinking none the less. What you loot should be no better than yellopw with th eoccasional green in the mix. Then anything blue should be super rare. Purple items found should be like winning a lottery, as in harder to come across than an auger. Purple is just super OP is why. I heard that weapon repair kits will eventualy have the same levels when crafted too which would help. Like you need a purple repair kit to mend a purple weapon, orange for orange, etc. So at a lower level if you find one you will not be able to repair it until you are a higher level.
