How do you talk in multiplayer?

I've joined a few games and have tried communicating with other players and havent been able to do it. I don't know if maybe they didn't have mics. Or if mics even work. But can I type out a message? I hit ` and a command window came up where I could type. I was hoping I could message others but it didnt work. any advice?

` brings up the console and not the text chat. Try the above mentioned way to text chat or check your controls in case you remapped the text chat key.

Agreed. Every modern game should feature some level of built-in voice chat that properly uses the windows configured communication devices.
I'll go a step further and say every modern game should feature built-in voice chat with the options of open mic, and push-to-talk.
