The other way is build another layer outside of your bridge and you put your fence on the outer layer with it facing in to your bridge, should be able to have a perfect enclosure

That's how the game works. It doesn't care about visual but more about the blocks. You can't place 2 items on the same block, judging by how you position and place your fences, it's overlapping with the other fence

by the way does anyone know how to turn on auger/chainsaw recipe in the MP server? it's not my server (there's an admin and run by someone else) and i'm tired of looking for one lol so i was wondering if somebody could tell me how to turn on the recipe mode on
I don't think you can use custom recipies on another server. If you run your own (or play single player), you can by editing an xml file in the game folder. To get the name for the Auger, it might be easiest to start a game with cheats enabled, press Z and look for it. You could of course turn on cheats and spawn an auger and place it in your inventory, then start it again with the cheats off.
