They were actually programmed to slow the zombies originally. It was a removed feature because it didn't blend well with the "theme" of their vision of how the zombies should act. (One of those visions being "torch-slowed zombies is sort of stupid".)
Before zombies would run when inside and out of the sunlight because the game treated no light as night, instead of making it time based. The bugged torches simulated light which made zombies not run, and also allowed crops to be grown without sunlight.
The bug was removed and zombies only run now at night like they are supposed to. It wasn't removed because it didn't fit the theme, it was a flat out bug and was never intended to be done, just like torches were never intended to allow crops to be grown without sunlight.
I agree with this one, crops should only grown with sunlight and Z should run at night whatever the light (but not inside house)
