Save files are located in "C:\Users\<YourUser>\AppData\Roaming\7DaysToDie\Saves"
As for making a batch file, google should be able to point you in the right direction.
However, Steam has a limit of 1gb cloud save as of the last i checked, and the company who owns the game has to pay for space above the free 10~mb given. So, Given that a single save and world cannot reliably fit within the maximum allowed value per user on the cloud, it's just not worth spending the money to buy the cloud space since it would never even accomplish it's goal.
With a little creativity, you could even make a make a batch file using the /wait parameter or use taskscheduler triggered by a app close event to make a backup save copy automatically when you exit the game.
It could do it in a 2 line batch file, but...I would not make any mod or script public that messes with user files, even just making a copy. Too much potential for people then accusing you of losing their files. Don't need that headache.
Either way if you back up the player profile then you can at least have the same skill set and difficulty as before. I'd make sure you have your best loot on you when you do. Keep a motor bike and best weapons and some seeds and farm plots etc on you when you do as you'll have to start from scratch again.
The player profiles are in "%appdata\7DaysToDie\Saves". Then the map name. I suggest backing up every thing except "region". The map files are indeed saved as blocks. If you google you can find out what each ragion name means and then find out where your base is in the region files and back it up for later.
