Longer answer: Yes you can and here is how.
Steam Client > Right-Click 7 Days To Die > Click Properties > Click Local Files > click Browse
Create a folder called 'Mods'
Put all your mods in that folder.
File explorer.. Program files x86 or whatever you have... Steam... Steamapps... Common... 7 days to die... Create a new folder called "Mods".... It must be called "Mods"
Add your mods to that folder.
Make sure the mod folder you add to your "Mods" folder is the folder that contains a file called, "Modinfo.xml".
The folder with that in it is the correct folder.
Add that folder to your new "Mods" folder and start the game.
