That wasn't anything to do with heat. That was a feral horde. They come every seven days, hence the name of the game!
As for your original question: No. You can't lower heat directly. Just leave the biome for a while and it'll reset eventually. Or wait until it hits 100% and kill the (usually) two spiderzombies it spawns to come investigate.
Kill them before they start screaming and it'll prevent any other zombies spawning as well.
