You can also set them to only walk.
Game difficulty does not have a bearing on how your gamestage progresses. That ended in Alpha 19.

Hmm... the issue might be that the zeds have a higher chance to rage as the difficulty goes up, the OP is talking about the zeds running and that's the only way they will move faster when the speeds are all set low isn't it?
But since there isn't, the only method that I know of would be a mod. Either do it yourself or download someone else's etc. You can easily slow down gamestage increase if that in general bothers you, or maybe to delay Rage mechanics a bit, but it would still happen.

For Rage - I think the way to get rid of/lesson it would be to alter all the "MoveSpeedAggro" values in entityclasses.xml, but there are a lot of them re: doing it manually. I'm sure someone has made a modlet/s for it. But if (OP) you're really against mods of any sort, then ... yeah. Just have to wait/hope they add a setting to turn Rage off. But people have been wanting that since Rage was introduced, years ago - doesn't seem to be TFP's priority.
