How does loot respawn work?
I have my server set to 14 days but its 18 days now and the town near me hasnt relooted itself

To my knowledge, which admittedly isn't first hand as I never play with loot respawn, you have to be gone from that area for that amount of time. If you run through the area and it's loaded in the timer resets.

I don't know for sure if loot respawns on it's own, but I know from experience that if you take a quest at a certain point of interest, the loot, zombies, and even objects will instantly respawn as soon as you press E on the giant floating exclamation point to officially start the quest. I once went to a small military outpost I had a kill mission on, disassembled all the cars and furniture, and looted all the containers dry, then went and started the quest, and everything I had just scrapped for parts respawned , all the containers became "Untouched" again with new loot to discover, and all the rooms were filled with new ranks of the undead.

loot respawns based on the settings of the server. it just refreshes when players are away from the area for about 20 minutes or so, AFTER the set time hits. if you have it set to 7 days... once you are away from 20 minutes after the hoard night, it respawns the loot.
some missions from traders also force a particular poi to reset even when your at it

If a container is empty, it won't respawn until you've been away from that chunk (I forget how big this is, roughly 30x30) for the loot respawn time (14 days in your case). Since your'e running by that nearby tower fairly often, you're resetting the respawn time back to 14 days from your last visit, but only for the empty containers.

If a container is not empty (maybe you left a piece of paper behind) then it doesn't matter if you're away from that chunk or not, the loot will respawn 14 days after you've opened the container, but only if you empty it and exit the container first (it can take a couple seconds to go from empty to unlooted).

Brevan explain well.

Loot will respawn after 14 days after you looted any containers...

It's not a general respawn at each 14 days...

The game is always bug about loot respawn if you always stay in the same aera & in this way, need to go far as +250m & quit/restart the game & then go loot... But this doesn't work if you play on a server/coop where if there's always someone in the aera that you want loot...

Note that loots will never respawn in your landclaim aera.
