Undamaged Blue cars have a better percentage chance. You'll notice when wrenching apart undamaged blue cars that you get little resources. This means you've got the right one. There is a lower chance of resources for this car, but a higher chance of rare ones like engines and batteries. You may have to wrench as many as 20 -30 to find an engine though. Only the undamaged car has this increased chance. Once you've wrenched off the first layer the chance drops to the same as all the cars. Best bet is to just wrench apart all cars and hope.
this is th best I"ve ben able to establish by going through the loot.xml and experience. Wrenching apart cars seems to follow a slightly different set of loot rules to the loot.xml tables.
Also fully buying Quality Joe really helps finding decent leveled engines.
+ most likely construction tools-skill as well. (these include the wrench)
