Also, there are two AI block damage settings IIRC: one for blood moons only and one that applies at other times, so check that you have them both set.
No mods, I play vanilla, but I will double check the settings
the only other thing to consider is more zombies at the same spot get a bonus multiplier (i heard)
also i heard things like post get a negative multiplier to them because they are smaller so are weaker.
it only effects damage by other players.
And this is exactly why this game has lost its way in some respects: its default settings cater to a noisy minority bunch of players that the devs play whack-a-mole with instead of letting casual players experience an otherwise lovely sandbox world and do common sense things that don't get counter-cheesed by progressively super "zombie" intelligence.
But I digress... probably a bug. Maybe one of the zombies has a typo in its block damage multiplier - see if you can see which one it is.
