Cause i never ever reached level 300 in any of my playthroughs , not even close.
And still got the achieve. I vaguely recall it triggered when i entered Wasteland for first time and i had gamestage 200+ something before riding into that biome.
^ You get way more exp way faster from building/upgrading than anything else in my experience.

There is a way.
First set your xp gain to 300%(you may regret this)
You will need a lot of grandpa's learning booze, and steel. What you do is you build a giant structure out of steel, starting from wood, and upgrading all the way to steel, so a nail gun is required.
Since you will need steel and concrete, you will need forges, and have them running 24/7. This will attract screamers. let the screamers scream at you. Should NOT be a problem because steel building. I recommend making the walls thick too and putting plates on the inside and outside.
Doing this will grind xp pretty quickly. You may also enter an infinite screamer loop, so every day will be horde day, but since you are building a horde base and in it it should not be THAT bad...
I believe that this is the case, as i got this achievement 7 years ago before the current level system.
It's gonna be a while before i set up a new world. The big thing to mess with is the xp 300 modifier, which will also increase gamestage pretty quickly. If i remember correctly it will be under basic options when starting a new game.
IF you go that route, forget about doing quests and focus on building hordebases and looting. You will get better loot faster from looting than from quests, and in this case the quests would reset pois for you.
