I'm on day 140-something and haven't even explored all the towns/cities on the map, so there's still plenty of cars to be found. Not that I really even need the loot from them, the materials from dismantling them is of more value to me.
Granted, I always have loot respawn disabled, so I wouldn't have to worry about it anyway. :)
There are two strategies for cop cars, one-fight the spawn, two-run away, yes they will follow but only for a while. Then return and get your reward.
With a wrench, scavenging results may vary with a higher skill level, but I have never noticed it. What I do notice is stamina loss, always have enough stamina to get away if an alarm goes off.
