So... you have to cheat.
The Crucible takes out the meaning of 25 Forge magazines when you get it, IMO it should cost 5x more or be taken out of the trader.
I think that all the forge upgrades should be treated the same as the dew collector upgrades. They are always in the traders' inventory but require certain trader stage levels to see them (10/20/30 if I remember correctly). I'm not sure why TFP thinks it is important to restrict access to the dew collector upgrades, which are more of convenience items, but makes crucibles randomly available on day 1.
That being said, there are easier ways to get tons of steel so it isn't really that big of a deal.
Don't forget gas pumps. Every mid to large sized Pass N Gas is worth a bunch of steel. Truck stops on the edge of towns are also a great source.
Very easily obtained once you know what you are doing.
