I fully agree that we should be able to hotwire/find keys/fix up cars on the road. I'm not a fan of the current system of crafting vehicles because it's always the same 5 vehicles and it's usually always in the same order.

One thing I liked about PZ is that I felt the ownership bond with my vehicle. Like, I would care for it, check if anything was wrong with it, be on the look out for parts, etc.
With 7DTD, it's just "wait for the HP to go down and use a repair kit".
Also Undead Legacy offers a little bit of variety in vehicles, like there's a variant motorcycle with higher speed but I think less durability, maybe more than one variant actually, can't really remember.
And so is everyone who replied to you. Some overhaul mods make some vehicles in the gameworld repairable. Not all of them. The general idea is that most are damaged beyond the scope of what the player could do to repair them but some aren't. Some overhaul mods also add a rare chance to find a working vehicle in the gameworld.
