I've found 12 in the first couple weeks. Many were from similar lootables, things that often people skip. If I recall I also got 2 or 3 from digging up graves.
but most tier 6 weapons arent worth going for to begin with. some armor pieces are tough.
so haveing few or no legendary parts by day 10 is still extremely normal. progression was slowed down.
the days of perfect purple gear and tools by 20 day are numbered with 1.0.
By Day 7 my stealth looter character had 4 legendary parts, found mostly from looting clothing piles, luggage, washing machines, and laundry baskets; by Day 14 they had 12 (including the ones used to make gear). In contrast, my run-n-gun character at Day 7 had 1 legendary part, found in end loot; and by Day 14 had a total of 4. Once the lootstage was high enough (with enough levels in the wasteland) both characters found legendary parts at about the same rate.
So if you're used to skipping past all the cloth containers because they were pretty useless in Alpha 21, or you're focused on clearing the POIs as fast as possible, then you're absolutely going to have far fewer legendary parts.
However, not having a lot of legendary parts isn't really as much of a problem as you might think. As mentioned above, the increase between a Q5 and Q6 weapon or tool isn't very much at all. The legendary parts really shine when they're used to make Q6 armor, and by the time you can make Q6 armor you should probably have found enough legendary parts (unless you really focused on armor magazines). It's actually really well balanced for expected progression, in my opinion.
I'm on day 26 and I only have 5 (haven't used any either) so they definitely feel pretty rare, or I'm unlucky.
I've been questing the entire time also.
I have found ten's of parts for every gun but rifle, I can make a lvl 3 lever action and have only found one part(I need 7 for a lvl 1 lever action), I have even targeted shotgun messiah to get them at no avail.
I decided to restart and go to other biomes as soon as they unlocked and I just unlocked tier 5 quests and I got 4 legendary parts by day 18. So even though I got higher loot stage I got way less.
Probably just good RNG first time and bad RNG second time. Both times I looted every container.
