It honestly seems kind of justifiable to use repair kits if the mitigation is going to be that high.
Unless the armor values have been reworked? If they haven't, my primitive armor is reducing damage by 48%
Why then are primitive weapons and tools still repaired with basic materials? They all need legendary parts to make T6.
The purpose of this thread is to draw attention to this possible oversight.

I don't know if we are talking "logic" or "balance" but the armor is OP for starting armor.
My primitive armor has more armor than old leather did (or it's close) and there are no movement penalties.
Seems a poor design choice to me, if it's intentional, which it may not be given that primitive weapons and tools lack this high cost of repair.
