Ok, that is a two for one bonus then. Thanks for clearing that up.
Light armor is unaffected by either armor perk, and is intended to be that way. Light armor already has no movement or stamina penalty, so it wouldn't really benefit from the perk, and it's meant to be low durability also since the goal of that armor type is to basically never be hit anyway, so it's intentionally not covered in an armor skill.
However, the bit about speccing into either armor skill to get more of the Armor Crafting magazines is correct; All armors are covered under the same crafting skill, 'Armor', from the 'Armored Up' magazine.
What I was talking about more was the "armor crafting" mags that will drop more only if you are spec'd into Med or Hvy armor perks. These mags allow ya to craft higher level armors.
If a light armor only wearer wants to get more armor crafting mags they must waste points in either med or hvy armor perks that they will not be using. This is not ideal and should be looked at and changed.
as for stealth, light armor should obviously have a small stealth penalty, making the best stealth "build" a no-armor character
not having a stealth penalty + damage reduction is pretty generous all things considered
