Thats enough at the start for cooking some clear water.
If you do trader quests its even easier, they all sell water and the drink vending machines are filled regularly. A single quest and selling some loot is usual enough to get a Yucaa Juice Smoothie at the vending machine which gives like 60 water.
You also can buy water filters and can construct water collectors at your base which produce 3 fresh water a day each.
There is also the water filter helmet mod that i found quiet often which just lets you drink murky water and directly out of any body of water. Which makes it even more trival.
Honestly the whole water thing is a big nothing burger of fake outrage, i played for around 200 hours since the update and never came close to run out of water.
Its just a different way now, thats all.
Well. There is really just two Ways now.
Either Looting. As You will get Water from Loot.
And the other is to get the Dew Collector which will Collect Water over Time.
With 1.0 Dropping next Week. The Dew Collector will also become Craftable without needing to get the Item from the trader. And will then produce Murky Water.
Since it's been a few years for you: nowadays zero Food or zero Water isn't fatal anymore, you just get Stamina debuffs (zero Water is no Stamina regen which really sucks, but you can still Walk, Sneak, Loot, and use ranged weapons, so it's not terrible). You'll lose HP at a very slow rate.
