To my knowledge, The only place that should prevent land claim placement is traders at the moment- And it respects deadzone and claim size- For example If you have a claim size of 71 and a dead zone of 50, then the land claim block itself must be a minimum of 35+50=85 blocks away from the very outermost edge of the trader zone(that is to say, from the very first block you can build/destroy at.)
Ty Shurenai. Will play around till it works. Which also explains why I never noticed it in 18. Traders are now in towns instead of in the boonies.
If you really like the poi you are in, going to the multiplayer options and decreasing the dead zone and/or claim size may fix your issue. I had the same issue and decreasing those fixed it.
