I don’t think controlling zombies really suits the game. It’s definitely more of a 1 man against the world type game.
Graveyard keeper is a good example of a game where you can control zombies
Most of the maps have radiation zones to show the end of the map, so the journey to Duke camp can't be that long. Duke camp would probably have to be an area the player hasn't been to, so that could be a problem, since you don't want Duke fortress generated on the opposite side of town from player camp that player has seen a million times.

Unless they soround it with a radiation zone like the map's border. But this would eat like half the map just for that.
It'd be best to have a "duke map" which is large and a pre-set Duke location. Player gets put on the opposite corner of map. Duke fortress should have land claim blocks or be invulnerable and take up at least a 4 sq km of map in wasteland. You won't be able to build anywhere close to it or mine anywhere near it. More zombie spawns the closer you get. Generally a really good player horde base dialed up to twelve.
