Is a underground Base or Bunker safe?
I'm actually trying hard to find a good base style for myself. I love bunkers i'd like to build something like a 007 bunker which is modern and deep in the ground. Are zombies able to use ladders?

Yes, zombies can use ladders.

I'm using a premade bunker as my base. Just make sure you reinforce the entrance enough. I build a tower on top of the entrance with a moat around it filled with max upgraded log spikes. It works fine for now.

I personally use concrete and upgrade to the third level. Using upgraded vault doors and hatches and you'll do fine.

Yup, it's "safe"-ish.
You need an entry/escape route that is away from your main "chamber" that way you will not get close to any zombie that is roaming above your base.
You need to replace floors with material on which zombie spawning is forbidden.
You need to be low enough for zombies not starting to dig down to you. (sweet spot is 40~ish blocks for feral hordes).
You need pillars for your roof not to cave in on you.

Zombies can use ladders.
Hatches ontop of ladders confuse them.
(I'd suggest a gradual ramp for your minibike since ladders are bugged on and off and will literally throw you up into space sometimes. And sometimes you will break your legs.)

Do note that when you go deep enough you will reach a passive temp increase so either stop digging or dress accordingly. (below 60 meters above the "sea" you'll start to notice gradual increase (2 degrees per 12 meters capping out on +10 at height 0/bedrock) in surrounding temp - might want to balance this with the biome you reside in.
You might want to bring a chest or two worth of books to entertain yourself since you will be insanely bored once you've finished building.
Farming underground is accomplished by skylights or just have your farms on the surface.

In the end the only enemies you will have is structural integrity, starvation & boredom.

Premade bunkers are rubbish though, to shallow down, dodgy SI and escape route is too close to main chamber.

Thanks for the tips guys! @Tokfan a ramp which goes deep down instead of ladders seems like a nice idea, ill try this out.

Do mind that if you walk up a ramp your movement will be slowed down to a crawl, so you'll want to make it a bit longer placing a horizontal block every 2 ramps up or so.
Or you can have a ladder almost all the way up with a roof over so you won't be thrown far if the bug occurs, then a ramp up.
Your choice ofc, whatever you fancy, just wanted to give you a heads up before you got annoyed.

What kind of structural problems have you had?

I busted through the first wall to the right (at the entrance stairs) and dug across to the next house over to have an escape route. Totally agree that you can't have one exit. Multiple are preferrable.

i also have a bunker, first chance i g ot was upgraded al walls to steel, main base above bunker

Base at bedrock, cooking and forging along a long tunnell away from the stepped ladders (you dont get out of breath climbing ladders like you do going up stairs... shhh... dont bring this to the devs attention or they might change it) Spike patch 20 x 20 over the top of where your cooking and forgiing room is so when the heat map brings the screamers they die without seeing you and dont bring a horde. Alternate exit in case you do get discovered, vault trap doors over the ladders. No doors on your houses (they attract zombies) just use wood frames that can be removed in the morning.

That ought to keep you safe.

Oh, and dont ever spend the night at the foot of the ladders.
