I see red dot, but that seems to only be when they are "active" on moving towatch me.
My advice is to do the POI in the intended way, I have not had a problem finding all of the zombies by doing them as a dungeon crawl. Generally the POI's do not require you to break anything to proceed, doors will be unlocked and lights are set up in a way to show you the path through. If a door can be opened usually there will be zombies or loot behind it. Doors that are locked but partially broken usually lead to rooms with extra loot but no zombies, and usually hidden stashes of loot will have some indication where they are, maybe a wall you can see through or a hole or something that just looks odd.
If you go through just breaking down doors or breaking through windows it is likely you are missing a location in the POI.

• The last 2-3 spots with zombies are marked with orange dots.
If you don't see these dots there are more spots left and you have to search on your own trough the building.
I strongly recommend to follow the "given path" trough a building, that make it's very hard to miss zombies.
• For higher tier Quests you might have to activate a button, BUT you can active this button only after you activate the generator in case it's a restore power mission, or you have to destroy the generator. The switch doesn't need to be close to the generator. E.g. In shotgun messia factory the generator is ~50m away from the switch you have to activate. And yes, that mean you have to destroy the 10.000 health generator.
Nothing else will trigger the zombies and you can't finish the quest.
