Question about crafting skill

My question is, how many skill can you have at same time ? I mean, when you start reading a kind of book you have more chance to find that kind. I am correct ?

No; You have the same chance of finding any book despite how many books you read of any given type.

What changes the odds is buying into the related skill- IE, Miner 69er for tools. And once you max the associated skill the chance drops off again so that the book you no longer need is not as common.

To answer the question itself, You can max all the skills given enough time. There's no limit.

there are two crafting skills that aren't affected by any skill points spent, and those are cooking and medicine. You get those automatically regardless of where you spend your points. Those two skills seem to be useful to everyone, in all builds.
