As for a parachute, they are fairly large and bulky when packed and wouldn't work with a backpack full of loot. They'd probably have to say you have a choice of parachute or your backpack with most of your inventory in it, not both at the same time.
If you say so. I actually think carrying capacity is overdone, and the survival element in general is weak. I never said the other stuff is "okay".
Obviously when the parachute comes out all that stuff would too.
It would be pretty fantastic to watch someone jump off a roof, pull a cord and have like 18 motorcycles fly out with a parachute. /s

It would work well as a late game clothing mod, fall for X distance, get a slow fall effect. little parachute animation above your head for X amount of time. Mod gets destroyed on use, adding a little bit more emphasis on the cost/reward choice to fill a mod slot with it instead of something else as well as making it a more "active" mechanic. (No just equipping it and forgetting about it forever. Forget to replace it, you fall stupidly to your death)
I was thinking more because they both use the same slot on the body - the backpack slot. The same reason you can't wear two helmets or two body armors. And it's not because they weigh too much, lol. But yeah, trying to store other things in a pack with your chute would make for an interesting sight on deployment. :)
Yeah, a one shot armor mod would work. That's better than a find-and-forget item. Now all we need is legs and feet, so that it makes sense when we look down to steer the chute.
I could see this. I don't know how many times I've bought ♥♥♥♥ drops for skyscraper POIs and then forget to bring it with me until I need it. I could see the same happening with a parachute. Get complacent and think it's equipped when it's not and then bam. With drops your almost saved by the fact that you wait to take them until you need it. A parachute would be easier to forget, which would make for some pretty funny moments for sure. After all, how often do people really check what mods are equipped.
I think something that would fit for both those things would be to make the device a wingsuit rather than a parachute. I think that's a better fit for being implemented as a clothing mod rather than as a backpack item. But the material and manufacturing is a bit less than perfect so when used it starts to rip and thus become useless (mod gets destroyed on use, as Crashtian suggested). It would also be a less convenient solution as you'd be gliding rather than falling straight down, so you'd land on foot some distance from your vehicle.
Ongoing deterioration during use could be implemented too - as you're using it the glide ratio gets worse. So you'd better make sure you lose altitude quickly enough and that you've found somewhere to land. That would also open up the option of having different tiers of wingsuit mod, with high tiers being more robust and thus lasting longer.
Personally, I rely on impact mods in my boots, Parkour skill and the skill book that allows you to drop further without injury as long as you're carrying enough dukes, then picking a route down that allows me to hit ledges or other protrusions as that counts as multiple shorter drops rather than one big drop. But I don't jump off of tall buildings. Buildings too tall for that method have stairwells and
that. Axe your way through any obstructions as necessary.
