I'd first try with the traderarea command while standing next to the broken trader compound.
Don't know if it's still working, but it helped with most problems in the past.
After done resetting the area, Type DM and hit enter in the console again.....which will exit you out of Debug Mode...back to normal play mode.
Hmm....ok..I could of swore I remembered it 'used' to work on the chunk I was actively in. But, using coordinates is definitely better since you can reset a chunk you're not even in at the time.
The CM does reset Trader, but the one in the floor doesnt disappear or reset. So it regenerates one, and then new one just disappears. So it would work, if I could remove old one
but, on a server reset, the old one disappeared (the one stuck in the floor) and new one appeared. The first time, the new one shifted and was offset from counter, and this was where they reappeared on the server restart, so wherever new one shows is where spawn point will be on the re-load.
Catch is that you need to CR so that there are two traders. Sometimes one will spawn, then immediately disappear on the CR.
The Chunk Reset seemed to be the one to actually reset them out of the ground.
I suspect the CR functions like creating the permanent entity one, but instead created them in their original default spot.

What I did was pretty specific. Sorry I didnt grab screenshots. But it worked for solving the issue of trader clipped into floor.
