From the area you think it's in start digging a 1 block deep box shaped hole X by X blocks in the area it should be. From there remove the first layer of dirt within the entire box, then the second, third ect.
I've found that if you don't know exactly where it is, this can be an effective method. As oppose to randomly selecting a spot to try digging. It can be a little time consuming depending on the area you're working with but I think it will increase your odds of finding it.
Stand right on top of the treasure icon and dig around where im stood, think all treasures have only been 2 or 3 levels down (probaly due to perk?) or just got lucky
