Make sure your lootng skill is at 100 and loot all Working Stiff Tools boxes you can find. Also garage boxes and lumberjacks if i remember correctly.
both are 1 click upgrades.
if you are only upgrading a frame to the 1st level of wood or iron, the hammer is the way to go.
if you are trying to max-upgrade something to the final level, then nailgun.
I beg to differ that there is no difference. Some things are always upgraded in one step - like concrete -> steel. So there is no difference there when it comes to tolls. But others (wood->iron for example) have up to four steps and then there is a huge difference. If I remember correctly:
Stone axe (4), Calw hammer (3), Wrench (2), Nailgun (1).
Nailgun quality color is messed up. It's always gray. But KEEP THEM: They are pretty rare. Also it is useable as a weapon as long as you have NAILS for ammo. :)
Errr... at least, that's what I tell myself having played this game for at least 2 years and never having found one.
