You can farm underground. You need a shaft to the surface for sunlight though. Sun is required. You do not need water though, you used to but it has since changed.
There isn't a way atm. The options are either sunlight is required or not required. Otherwise we'd have made growlights already. There isn't a way to make an item and have it generate "sunlight"

It absolutely is. I've tried creating grow lights by setting the light value on new a light block class to be > 8 (which is, as far as I can tell, what the game uses to check the plant.growing blocks light situation....but it doesn't have the same effect.
