How in the heck do you make wooden planks???

?? If you mean wood building blocks, you build frames and construct them with a stone ax, hammer, wrench or nailgun. If you mean wood based decor of a flat nature, type wood into your crafting menu and behold the options.

Are you referring to the "wood plate"? (flat 1/4 height)
you just need 10 wood units in your inventory to craft one.

(in the search bar at the top of your crafting screen just type in any keyword for the base item you are looking for, eg. "wood" or "plate")

im on one of the first few quest that asks me to build 3 wood frames, place them then upgrade them. everywhere ive read says i need planks

Go into your crafting menu and craft 3 "wood frames". You only require "wood" as the primary resourse to craft and upgrade the blocks. Not "planks"

right, thats what im saying though, i have the stone axe equiped and idk how to upgrade the blocks

If you have wood in your inventory you just right click the frames you set down with the stone ax equiped.

The ''Wood planks'' is something from a lot of versions ago and does not exist anymore, they changed it to wood, that you get from any wood source (trees, bushed, logs, etc)
back then you got Wood Logs for everything you cut down, and had to manualy craft that into Planks to build with them, or even further craft the Planks into Sticks.

So like some of the people already sayed you can simpely craft this in the crafting menu.
Once placed you can use a Stone Axe, Wrench, Claw Hammer, or Nail Gun to upgrade the block.
Use the right mouse button on the placed block to upgrade it, stone axe will need 4 clicks to upgrade, wrench 2, and claw hammer and nail gun 1.
