In the wastelands? anything goes.
I had to sneak my way out for some time carefully avoiding mines and as soon as I could craft a bow and club I shot/killed any dog I spotted while sneaking. It was a tough fight.
I was always reaching for high ground to look out for other biomes and finally after several hours I spotted a small relatively "safe area" (a few POIs near a lake) to settle in. I built a small temporary base over there to get my bearings and licked my wounds (I risked to die several times in the wasteland) but finally I was back on my feet! :-]
I was still mostly surrounded by wasteland but thanks to the new distant terrain I could spot what looked like green hill tops very far away. Next day I decided to take the risk so I stocked up as full as I could with arrows, food and water and left the base.
I traveled through some wasteland hills (still mostly sneaking) for 3/4 in game hours (at 120 mins day lenght) and at some point I was spotted and attacked by several dogs + zeds. I killed the first three then started running carefully watching the ground for mines. Luckily I could avoid blowing up and when I was almost running out of stamina I spotted a beatiful Woods biome with lush green, yellow Goldenrods and berries! I thought "I can do it! Just survive on more time!".
I dashed through the forest and found a Ranger Station POI. I was down to only 11 hit points!!
I was attacked immeditaly by several zeds in the area since I had some fresh meat on me.
I used my level 200ish Bow to deliver them and I looted the corpses.
I did it! I moved in at the Ranger Station and fortified it for the night... I was safe again! :-]
(this is what I love about 7DTD, every playthrough is like living an action movie lol)

Gotta be careful in the future then. Haven't seen mines in other zones than wastelands (yet). Hub cap mines are just SO hard to spot on gray wastelands.
if you mean the building with "Girls" text on the front, which is on the west part of Navezgane, then yes, that building has some nice surprises for you... :)
Just watch your step inside (and also outside that building).
There are also landmines in a safe in the bandit hideout.
I have not found mines in other prefabs yet...
The big city (hub city) also attracts dogs.
With some first aid bandages (craft with cloth and aloe vera as source ingredients), and bow and arrow, the occasional dog pack should not be a big issue (did I mention to bring Coffee or Beer as well, and drink it?)
I can totally understand that some areas are annoying (with Cops, Dogs, and sometimes other nasty zombies), but normally that is done because it is an area with a lot of nice loot.
Just come back in that area when you are better equipped.
Also, it helps if you place your bedroll just outside the area you want to loot (100 - 150 tiles away). That way, if you die, then your backpack is not far away.
You can even consider changing the settings (at 'new game/load game screen') to drop the backpack only (keep tool belt), and have both a good bow and your arrows, and healing bandages on your belt at all times, so you still have those immediately after you respawn.
Oh well...
