Otherwise, if you're not willing to go through the steps to set up a personal dedicated server, you'll have to buy one from a server provider who will set everything up for you so you don't have to worry about portforwarding and the like.
P.S.: I will set up a new public for a15 when it comes out (beware possible resets from super bugs by TFP though) so feel free to contact me then, but to be fair, pretty much any server will do with that method ^^
How can he join? Do he need to join from steam ?

Just start a new game with game mode set to Survival MP. In the Multiplayer setting button (in the new-game menu) you may want to set a game password so that others dont hop on.
Honestly, imo, you're making all this out to be a lot more complicated than it actually is.
And yea i watched youtube videos and theire always talking about opening ports and making new rules in firewall and all that stuff
Think of it this way... there are three ways to have multiplayer.
1. Normal "Survival MP" mode. Nothing special needed. Just start the game, load up the save and then have your friend join you. Thats it. When you turn off the game he will be kicked, he wont be able to continue playing without you on.
2. Dedicated server. These require you to forward ports. If you set it up right then you can leave the server running in the background on your computer and then anyone can join your server - even if you yourself are not in-game playing.
3. Hosted servers. Pay a server provider to host a server for you, connect to it by the provided IP.
It sounds like you dont want to setup a dedicated server. So just playing with the normal MP mode will be the best bet for you.
