If not then you just need a big enough lake, in theory, as they will only spawn so far away.
And dont forget, under the water is normal soil.
Its a few alphas ago when i had wandering hordes in a lake, no idea about Bloodmoon
Blood moon zombies don't currently spawn on water and yes, if you pave the island completely, and there's more than about 100 blocks of water in all directions, you won't get horde night spawns at all.
More usefully, if you're close to shore on one side, and/or build a dirt/stone/asphalt bridge then horde night zombies will always spawn there, so you can focus all your defences on assaults coming from one direction.
This may all change next alpha with the updates to water, though.
Why would anyone do that when you can just turn blood moons on and off whenever you want?

Turning blood moons to nightly so if you aren't home by 10 you're stranded, but safe if you make it home.
End game home base only reachable by Gyro that is separate from horde base.
It's the -only- thing that adds tension to 7dtd / adds some sort of cycle timer. So I can understand why people leave it on even if they avoid it. It's still a dangerous event they need to prepare / pay attention to. They just don't fight it. Avoidance is a legit survival tactic.
I know they are avoiding the tower aspect of the game, but what ever floats their boat yo.
This says loads about the state of public multiplayer for 7dtd :D
But you're right in that -most- people playing together wouldn't be playing too differently.
