how to toggle weather
is there a command to switch rain off?

There is a command. Press F1 type DM. Then type help. You could also edit survivalweather.xml to introduce weather in a more subtle mannor which does not direclty effect play time.

Or just pick up a coat. Loot 4 or 5 dressers or lockers and you should find one.
