No, that's not the same mod. That's by another modder. But, it basically does the same exact thing. Who knows...they maybe even used the same code for their xml.
Edit: You could download both and open them to do a comparison. I might even do that. JaWoodie's is 12 kb and the Nexus one is 13 kb so, I'm thinking there maybe a bit more in it.
can you test it and tell me?

Then I realized I wrote too much so I figured saying something simple like "looks like it" because it does, would suffice... but apparently not LOL
I've got bonkers-powerful PC, so part of this is that I WANT to push the city density to see what I can get away with. I'm pretty sure my PC could handle a map-sized downtown area.
Depending on what you have it should be powerful enough. Mine isn't even what I would categorize as powerful and I get steady 40+ in a city map created with the jawoodle xml edits. 1440p with everything cranked.

These 2 in comparison....they start out coded the same till you get to 'country towns' and then values start changing quite a bit between the two RWGmixer files. I'll test map creation using the two different mixers for comparison and post back later.
Edit:
So, the rwgmixer downloaded from Nexus mods has an error in it. Couldn't find the error and not sure if it causes 7d2d to default back to it's rwgmixer. At any rate, it doesn't create very many cities or make them very large. Did get a ton of small outlying camps poi's though.
JaWoodie's rwgmixer worked pretty good. Gave me lots of really large cities / 'towns' and they weren't spaced too far apart considering test ran an 8k map. Here's a pic of one done with JaWoodie's....(the other map created with Nexus rwgmixer wasn't worth posting.)

**Note** you have to go into the steam folder for 7d2d, create a 'mods' folder and drop Jawoodie's mod into it. I renamed his folder to BigCities and in it is the modinfo and a 'config' folder with the rwgmixer.xml inside it. Game detects it perfectly. This will change in A20.4 and the 'mods' folder will need to be in the user's 7d2d folder instead.
