Zombie lag due to bad server or unoptimized game?

Im playing on a server with 3-4 friends. When its horde night and theres only like 20 zombies, our fps goes to ♥♥♥♥. like 30 fps. Is this because my friend is hosting it on his pc, or because the game is that badly optimized?
