A 50% odd doesn't mean every other time will end with the desired result, simply put it means every attempt is a coin flip. So that 50% is really 50% out of however many tries, it might land successfully every other time, you could get 50 straight wins and 50 losses, or any other possible combination in between.
Though yes, if it does only apply to head decapitation may be more appropriate.
EG: A 50% increase on a base 10% chance to dismember is 15%; NOT 60%.

It might be mislabeled then, in which case it should read "an additional" 50% chance. I recall that coming up in a previous discussion about the old system come to think of it, back when you got a measly 5% boost. The chance for limbs isn't necessarily the same as for heads either.
I haven't broken any legs with my stun baton, but I've busted a hell of alot of arms off. Though overall I notice projectile weapons blow off limbs much more frequently then melee ones do.
