Probably you have a broken game then.
Try verifying the game Cache from Steam.

Also, if you're using a save from an older version that could be why.

they work on my other base and its 19.4 map + version, but i will try

So you're saying that in the same game the sledge works when you're at your first base and doesn't work anymore when you're at your second base??

It doesn't make any sense this way. Either your map OR your game must be broken IMO.
Try starting a completely new map/game and be sure you remove ALL mods (check if there is a mods folder and delet it).

Robotic sledge/turret have a 10 meter range by default (up to 18 if you lvl up the related perk), when you're in your 100m tall base, is the robotic sledge all the way down, or on top next to you ?
Edit : by range, I mean the range at which the player must stand for it to be active.
