Guess it would help if I actually looked at your specs. Scratch what I just said. Yeah its not happening. You need to use another machine to do your encoding.
I would also suggest going into settings (for Windows Defender & any 3rd party AV) and white list or give full permission to incoming data to: 1), 7 days launcher. 2), 7 days exe. 3), Easy anti-cheat. I haven't done it a long time, so I forget exactly where the setting option is, but if you have any trouble, let me know and I'll look into it.
I personally have white listed those 3 items in Windows Def & my Avast, and have had marked improvement in performance. If you really want the juice while running OBS, white list & then disable the firewall while you are streaming. For my comfort, I will not view any other websites, open email, or do anything but play and run OBS. Even then I resume the Firewall after I close the game, and run a virus scan to be extra safe.
I run 7D2D on high settings at 2K res on an Ultra-wide monitor, at 70-80 fps with Defender Firewall on & No White Listing, and at 100-120 fps with it off. I also disable BLOOM, MOTION BLUR & SUN RAYS... I believe it was. Those 3 "features" are annoying anyway & their impact is heavy. I typically run with them off regardless.
For reference I have a 9900K, RTX 2080 and 32GB ddr 3600, but if I was running at 1080p, I'd be maxing out my monitor's fps at 165hz.
Aside from that, you may not be able to hit 60FPS in OBS with that hardware. You can get it in the game client by itself easy, but trying to record is adding more processing than your system is really capable of.
1) minimum FOV
2) reduce View Distance
Makes life easier on your computer and harder on you, without sacrificing much for the viewer. In fact viewers usually lap up a streamer's misfortune, so making zombies harder to react to can have the side benefit of feeding that interaction lol.
