Very true, you don't need the Decapitor Perk to be able to decapitate/dismember. In my current playthrough, my yellow quality Barbed Wire Club is doing plenty of it (no points put into Pummel Pete either).
I believe it's one of those perks that haven't been fully fleshed out yet and I wouldn't be surprised if it was removed or replaced with something else. I've never put points into this perk myself so I'm really not sure what the difference would be.
You get plenty of heads popping with plenty of weapons without it
Add in that you one shot most zombies in low-mid difficulties pretty much from the get go, and later in harder difficulties too, so,decapitation is not really needed at all
Dead in one shot with head or without head is dead the same...
Fine if it is a free effect, but paying perk points for that, no...
