As to why it takes longer now than in the past to generate a map, they changed how it was done in a18 (if i remember correctly).
The game now generates and loads the whole map at the start, instead of chunk by chunk while you are in the map. This is to prevent issues in earlier alphas with people falling through the world while riding vehicles and stuff like that.
Until than, you could try and use the 3rd party map gen called "Nitrogen" .

It takes some shortcuts so it's a lot faster and has more options to set before generating.
You even can make it batch x amount of maps by your settings and choose the best one, as it also generates a preview map file (like ingame).
I think they just need to implement NitroGen into the game somehow. Ask the creator if they can buy it from him or something. Or simply see if he'll give it to them.
But I have no issues with bad looking or weird random gen maps. The roads are fine. And...complaining that things are random in random gen, well I'm not sure how to reply to that.
My only big complaint about current RWG vs old A16, is the lack of cool skyscrapers and parkour puzzles (like the old construction site). I never see those anymore. Which is a bummer.
You may be right, but I'll admit that alot of the maps coming out of Nitrogen are pretty good quality.
