A19 performance
It's still bad with FPS drops.. Doesnt matter on your rig.. Can have a top of the line 10k$ PC and still drop to 40 fps by looking in the wrong directions.

I find people who try to run this on 4k res. have tons of issues. The game is only made to run on 1080p. I run it on 2800 res and keep a steady 60 fps. 1080 i get over 100.

I don't have any extra issues from running it at 4K. It just lowers the FPS by quite a lot because the GPU is being forced to do roughly 3-4X the work compared to 1080p.

Turn TerrainQuality down to LOW or LOWEST. This fixes the outdoor frame-drops.
I run on a 2060 Super, Turning shadows and reflections off didnt help so maybe this will. I'll try it when I get the mood to play the game with a friend.

Near same set up as you but with 32gb ram and I get drops low as 35 walking around diersville and the forests or any flat land.. Drivers up to date as well so I'm just pissed at the devs at this point.

Same problems here exactly.. one minute 60 then loot over at this house I get 40 or 15 depending on the size of the building, it gets very annoying fighting a horde and you look another direction while aiming and get a frame stutter and miss then die :D

Ultra settings (minus depth of field since it acts screwy when aiming a bow)
1080p resolution so clearly not super taxing there
Ryzen 3600x
16gb G.Skill Ripjaws 3200mhz
Video cards a few years old now though Gigabyte 1070ti 8gb

I play with Vsync on also (don't have a fancy sync monitor), but have yet to have a dip below 60fps. So I'm happy enough with it.

Have you tried setting TerrainQuality to LOW or LOWEST yet? The ground has had a bug like this since A18 to some extent...whenever it was that they made the ground look nicer.
There are other settings that can kind of help a little, but TerrainQuality LOW / LOWEST helps FPS the most, it helps the bad outdoor dips the most, and it does it without making the ground look smeary (like low AF settings) nor simplifying all the trees/objects (like TxtureQuality half or lower). So TerrainQuality LOW/LOWEST is the all-around best solution with the smallest visual impact.

I7 6700, 16gb ram, SSD with 2070 Super set to 4K resolution.
I get 40+ fps if I set the Terrain and Object details to Low including SS Reflections (Big hit). Rest is set to max (ultra)

It still looks good even with Low Terrain and Object details

Try cranking Object Details (Object Quality?). It shouldn't really hit your GPU much at all, so your FPS should stay about the same at 4K.

Usually the only reasons to lower ObjectQuality are either for a really weak CPU, or if you're aiming for 120FPS+. ...Or if you're suffering from temporary FPS drops right at the start of night or morning, but I haven't yet seen if this is happening in a19.

2 GeForce GTX 980 4 gig ram total
i7-4790 4 cores
24 gig
what settings can i run this on max

i reloaded game for new start. my frame rates drop to a slide show from running fine on high.
Always a slide show on Ultra.
Also I was wondering what hardware i have to get to run on Ultra.
I am running the game at 1920x1080

My computer is configured quite well and it has run well in previous builds, but this build causes random stutters and fps drops. I can confirm it is not hardware related.
