This isn’t actually true. The right levels of Better Barter changes the secret stash to a larger one, but it’s a completely different stash with completely different items. The normal stock stays exactly the same.
You can test this using the nerdy glasses exploit. You wear nerdy glasses to put up your intelligence from 4 to 5, buy level 3 of better barter, and you’ll get the better stash showing. If you then take off the nerdy glasses, you go back to INT 4, thus losing your better barter 3 as you no longer have the prerequisites, you see a completely different stash.
This exploit can be used to get double secret stashes from all traders, but it is an exploit not intended use, so use it only if you want an easier game.
The main inventory remains the same; But each level of the secret stash is individually generated each ingame restock period, and on a per player basis to boot. So you can very much get a new secret stash by upgrading better barter- The exploit is that you can access two diffferent levels of the secret stash all you want with nerdy glasses abuse.
Edit: Just to clarify; You can only change secret stash this way- The main shop inventory does NOT change with better barter level; Only at the restock period.
