NitroGen is what you would need to make smaller of larger maps. From 1024 x 1024 to 16k x 16k.
The old Navezgane map was 4k, and the new one is 6k. RWG maps starting around a11/12 were 30K circles. Before that there wasn't a size limit for a while. I'm not certain what the Navezgane map size was before a8 if it was smaller than 4k.

That's from a17, but I'm fairly certain you can use it with a18. Only a couple of his UI mods were broken with the update.
If you check the official forum[forums.7daystodie.com], there is likely another similar mod. They're aren't very complex.
Not sure about them making smaller options though. Stuff like that is more of a niche market that is left to the modding community to fill, as RedEagle has already done previously.
But i wonder how a 1024 world would be generated... would it generates all 4 traders in a very close distance and have all the biomes too? Maybe it's the reason why the smallest vanilla world is 4k, because smaller world are not great to play on?
S'why additional options tend to be a feature that shows up in beta and beyond.
