If you limit your selection to Navezgane maps, you may find some success.
Sadly, it's something you're going to have to fix. Either get better internet, or stop playing online games.
Reguardless I must play either navezgane or EAC disabled servers which isn't much of an issue.
"Get a better internet or stop playing online games." is an ignorant and lazy answer to a problem that could be solved in other ways. Don't get me wrong, I'm not necessarily calling that poster ignorant and lazy in the broad spectrum of things, but it's ignorant to assume that everyone can just go get the highest speed internet where they live. Example: I live in West Texas. You can't get Comcast or Xfinity here. It's something like Hughesnet, or nothing. Before A17, Hughesnet was more than sufficient. The problem is having to download the world while your client is actively trying to connect to that specific server. I say lazy answer, because that server got its world map files from somewhere. That's the place where we need to get our world files from. It's lazy because someone who could answer where to get those files, would rather say "Go get a faster internet" than to suggest where that file might be located. Maybe they don't know where to get it, but that file set exists somewhere besides just on that server, unless that server has a completely modified and built world map where nothing stock remains.
Our only option now is to ask a friend to upload the server's save file located on their pc.
I get that error when trying to connect through the steam server browser or through a friend, however afterwards that server will show up in my history in the in-game server browser. Connecting to a server through the in-game browser is the only way I have ever been able to successfully connect to a server. Maybe this is your issue?

i changed to 1024, i guess the actual upload speed is 512. So your actual speed if its over 1.3 doesnt really make any difference.

removed the default value and set it to ""
if you can contact the admin of that server you can try to ask about how he did setup those settings.
(Quite sura what did the difference was the ServerDisabledNetworkProtocols value other than the Speed)
When I try to connect I get an EAC kick message not a connection lost message. In fact setting the max world transfer speed all the way down from 1024 to 80 would have no effect on me because my internet is that slow. It is nice to see that your issue can be resolved through a setting. Unfortunately my issue cannot be resolved completely assumably because of security issues, but because they added a few pregenerated maps I consider it resolved.
